The Portuguese Consulate has been issuing Cartao de Cidadao (the new version of Bilhete de Identidade), The process is simpler and the Assistant Consul is very helpful.

Documents required to Apply for Cartao de Cidadao at the Portuguese Consulate in Goa are

1. Original or attested copy (attested by Portuguese Consulate) of your Indian Passport

2. Police Clearance Certificate (Valid for 12 months)

3. Residence Certificate ( No validity)

4. Two Picture's (Passport Size)

5. Copy of your Assento de Nascimento/Casamento

None of the documents have to attested by any of the authorities other than the issuing authority. The documents do not require the Portuguese translation if issued in English.

Apostille Attestation

All the documents that are to be submited for transcription of Birth or Marraige are to be attested by the Portuguese Authorities (Consulate/Embassy) before presenting it to the Conservatoria dos Registos Centrais. If you are unable to seure an appointment with Portuguese Consulate in Goa the other option you have is to go for the Apostille Attestation which is done by the Ministry Of External Affairs - New Delhi.

Procedure for Apostille Attestation:

1. All the documents have to be first attested by the Home Department of the respective state (for Goa the documents have to be attested by the Notary + Collector + Home Department).

2. All the Portuguese Documents have to be translated in English and the english version has to be attested by the Home Department too.

3. The Residence Certificate can be attested by the Notary only but to be on a safer side its best to get the Home Department attestation too.

4. Photocopies of all the documents which are to be attested.

Arrangement of Documents once attested by the Home Department:

The document which has to be attested has to be placed on the top followed by the translation if any and than the photo copy. This will help the officer/clerk at the MEA to process your documents faster.

Payment:

Payments should be made via Postal/Pay Order drawn in favou of PAO, MEA - New Delhi. The fee is Rs.50.00 for each Apostille Sticker/Document.

One day a man saw a old lady, stranded on the side of the road, but even in the dim light of day, he could see she needed help. So he pulled up in front of her Mercedes and got out. His Pontiac was still sputtering when he approached her.

Even with the smile on his face, she was worried. No one had stopped to help for the last hour or so. Was he going to hurt her? He didn't look safe; he looked poor and hungry.

He could see that she was frightened, standing out there in the cold. He knew how she felt. It was that chill which only fear can put in you.

He said, 'I'm here to help you, ma'am. Why don't you wait in the car where it's warm? By the way, my name is Bryan Anderson.'

Well, all she had was a flat tire,
But for an old lady, that was bad enough. Bryan crawled under the car looking for a place to put the jack, skinning his knuckles a time or two. Soon he was able to change the tire. But he had to get dirty and his hands hurt.

As he was tightening up the lug nuts, she rolled down the window and began to talk to him. She told him that she was from St. Louis and was only just passing through. She couldn't thank him enough for coming to her aid.

Bryan just smiled as he closed her trunk. The lady asked how much she owed him. Any amount would have been all right with her. She already imagined all the awful things that could have happened had he not stopped.
Bryan never thought twice about being paid.
This was not a job to him. This was helping someone in need, and God knows there were plenty, who had given him a hand in the past. He had lived his whole life that way, and it never occurred to him to act any other way.

He told her that if she really wanted to pay him back, the next time she saw someone who needed help, she could give that person the assistance they needed, and Bryan added, 'And think of me..'

He waited until she started her car and drove off. It had been a cold and depressing day, but he felt good as he headed for home, disappearing into the twilight.

A few miles down the road the lady saw a small cafe. She went in to grab a bite to eat, and take the chill off before she made the last leg of her trip home. It was a dingy looking restaurant. Outside were two old gas pumps. The whole scene was unfamiliar to her. The waitress came over and brought a clean towel to wipe her wet hair. She had a sweet smile, one that even being on her
Feet for the whole day couldn't erase. The lady noticed the waitress was nearly eight months pregnant, but she never let the strain and aches change her attitude. The old lady wondered how someone who had so little could be so giving to a stranger. Then she remembered Bryan ..

After the lady finished her meal, she paid with a hundred dollar bill. The waitress quickly went to get change for her hundred dollar bill, but the old lady had slipped right out the door. She was gone by the time the waitress came back. The waitress wondered where the lady could be. Then she noticed something written on the napkin.

There were tears in her eyes when she read what the lady wrote: 'You don't owe me anything. I have been there too. Somebody once helped me out, the way I'm helping you. If you really want to pay me back, here is what you do: Do not let this chain of love end with you.'

Under the napkin were four more $100 bills.

Well, there were tables to clear, sugar bowls to fill, and people to serve, but the waitress made it through another day. That night when she got home from work and climbed into bed, she was thinking about the

Cartao de Cidadao or Citizen Card will replace all the existing cards (Health Insurance, Voter's Id & Social Security). This card will bring the Portuguese Nationals into the digital world. The card acts on the principles of the smart card which will carry all the information of an individual in the digital format. Moreover the card will replace the already existing BI.

The card will contain the holders address and two digital certificates that will permit the holders secure authentication.

What is the Citizen's Card and what is it for?
The Citizen's Card is a physical and digital document, easy to use, that allows the citizens identification through various channels of communication, within the Public Administration and private entities.

Besides the identification, the card enables the accomplishment of electronic services, in the physical presence of an entity, on the Internet or by telephone. In those interactions the security level and the legal valour are the same of the traditional means.

The Citizen's Card presents itself as a true citizenship certificate, having a double form of a physical document, that identifies the citizen visually and physically (like the Identity Card), and of a digital document, that will allow its holder to electronically authenticate the transactions in which he/she takes part (through a personal PIN).

Technologically, Citizen's Card respects the international standards, especially the ones of the European Union. The card has the form of a smartcard, has an incorporated microchip with information storage and processing cryptographic capacities, which assure the security standards in the protection of the confidentiality and integrity of the personal information of the card, in the respect of the national legislation and of the corresponding European norms.

Documento para Viagem is considered as an Original Document to process a new Portuguese Nationality case. Documento para Viagem was issued by the Portuguese administration and mandated from 1^st Aug 1954 for travel to the Indian Union.

This document was signed by the Director of Civil Administration in Goa and by the Governor for Daman & Diu and could be applied for in the capital of the eleven districts of Goa. From 1^st August 1954 Portuguese Goans were asked to present Documento para Viagem to the Portuguese Immigration officials at Colem for them to enter into Indian Union. Prior to departure from Goa the Documento para Viagem had to be visaed by the Police Headquarters.

For all people who are born after 1961 and are decedents of Portuguese Goans (Daman & Diu Also), one of the parents has to be a Portuguese National & their marriage registered in Portugal to apply for your Portuguese Nationality. The Portuguese recognizes all person born in Goa, Daman & Diu born on or before 19^th December 1961 to be Portuguese citizens. Since the Portuguese Government does not have any records of these Portuguese Citizens they are required to do their Birth Transcription in Portugal. The Birth Transcription is done at the Conservatoria dos Registos Centrais in Lisboa Portugal.

The Documents required for Birth Transcription in Portugal are:
1. Birth Certificate.
2. Residence Certificate.
3. Residence Certificate to prove your residence in Goa from 1.1.1974 to 31.12.1975.
4. Photo ID Card (Optional)
5. Original Document (Optional)

Residence Certificate
Residence Certificate has to be from the Panchayat or the Mamladar which should clearly state that you are a resident of Goa, Daman or Diu from birth and also during the period from 1.1.1974 – 31.12.1975.

Residence Certificate to Prove your Residence in Goa from 1.1.1974 – 31.12.1975
This certificate should state/prove that you have been a continuous resident of Goa or Daman or Diu during the year 1.1.1974 to 31.12.1975

Photo ID Card
This document is Optional and it can be any Photo ID Card issued by the Government. Eg: Passport, Election Card etc etc. You can still apply for Portuguese Nationality if you don't have this document.

In today's world almost everything is digital or WIFI. To keep up with the trend I discontinued my Cable TV and bought myself a brand new Airtel DTH. The sales rep was perfect to feed me all the bull he had and dish out some super deals to make the service and the rates spicy. He managed to talk me into his crappy service for which I paid Rs.2600 and some change for a full year subscription. During the sales talk, he made me feel this was the ultimate.

One month later, I regret for switching to DTH. No doubt, they offer digital picture but of course, it comes with a price, which is hard to pay during bad days (Recession), which we all are going tru. DTH works out very expensive to the Cable TV but you realize this only after you have installed the dish and purchased the subscription. The sales person will never show his face again to you.

The normal cable TV will cost you Rs.1600 after you talk to your cable operator about discontinuation of his services where as you need to make more than Rs.3000.00 to get all that you get by keeping your cable TV.

The choice is yours, analyze and take advice from friends before you make a decision. Best is to make an excel sheet and calculate the difference. Or else you will end up paying more money like me.

The transcription of birth of a person born before 19 Dec 1961 takes a maximum of 1yr. I have received many enquires via e-mail about process which are more than a year old. The applicants are helpless, as they have no clue about the procedure to find out the information about their process. Each time they visit the agent who had helped them he/she plays the same story " next moinea Portugula sun letter ieatoli" (next month you will receive a letter from Portugal) to make it sound professional he included his advocates name in this reply. Six months later, the applicant still has not received any letter from Portugal.

The correspondence is delivered to the advocate who had submitted the process in Lisbon – Portugal; therefore as told by the agent in Goa, I am not sure whose letter will come to the applicant as the correspondence is forwarded to the advocate.

This is just the beginning, ask for the advocates name and telephone number and IF supplied by the agent make the call to him/her in Portugal some of you might be surprised the so called your appointed advocate does not even recognize you by your name and all the information. The local agents just informed you that the advocate in Portugal informed him that you will receive a letter shortly.

Many agents in Goa pay the advocates just to submit the papers once the papers are submitted and the CRC number is obtained the advocates job is over. All the correspondence from the Conservatoria is received by the advocate, and then forwarded to the garbage bin.

The worst part is, updates of your process can only be obtained by the advocate appointed by the agent for you since he has the Power of Attorney on your behalf. There are also some highly influential advocates use their charm to get information without the Power of Attorney, but the information is only verbal nothing in writing.

The Conservatoria takes 7 days to reply to your letter requesting update on the process, it's time for all the applicant whose cases are pending for more than 6 months to ask their agents to provide the written reply from the Conservatoria which will help you to get the true facts/updates on your case.

The Portuguese Consulate here in Goa advises you to apply for Bilhete de Identidade or BI to register the marriage. The BI takes approx. 3- 4 months to arrive after the application is made at the Portuguese Consulate in Goa. To make a BI application you need to make an appointment that is scheduled only after 6 – 8 weeks. I feel this is waste of time since you can directly register your marriage in Portugal soon after the transcription/registration of the Birth.

To register your marriage in Portugal for Portuguese Passport (Goans) you need to appoint an attorney or a lawyer in Portugal. Or if you have any relations or friends living in the close proximity of the Conservatoria than they can submit your documents for Marriage registration for Portuguese Passport.

The Lawyers charge Euro 100 to register the marriage and they guarantee the marriage registration for Portuguese Passport in 45 days or earlier. The registration fee to be paid to the Conservatoria is Euro 100.

Documents required to register Marriage in Portugal for Portuguese Passport for Goans are:
1. Copy of Assento do Nascimento ( of euro 16.00)
2. Birth Certificate of husband/wife whose birth is not registered in Portugal.
3. Marriage Certificate from Sub – Register.
4. Marriage Certificate from Church.

Excluding document # 1 (Assento do Nascimento) all others have to be notarized, attested by the Collector and than by the Under Sectary (Home Department). For South – Goa applicants who are in need of the Original Document to apply for Portuguese Passport in Goa, you can find your original birth certificate in the office of the Dy. Director of Education, which is located above BDO near Holy Spirit Church Margao. The office has the actual original Birth Certificate and is willing to give it to the actual owner of the birth Certificate.

These certificates were produced to the Education Department to identify the age and the name to administer vaccination. Most of the records are from 1950 to 1961 and if you happen to be 6yrs old during this year's than you should be able to find your Original Birth Certificate in this Office.

The Portuguese administration had introduced a new law for obtaining the Portuguese Nationality for the nationals of Estado da India (Goa). This law prevented many genuine nationals of Estado da India (Goa) from applying to Portuguese Nationality. Now the church is making it difficult to procure the photocopies of the original certificate to produce it to the Portuguese Consulate in Goa. Our local parish priest informed me that the Bishop has requested not to issue the photocopies of the original documents. Marriage Certificate
If you marriage certificate is lost or damaged or not found by the sub – register or any other issuing/recording authority, the marriage can be registered once again under The Special Marriage Act 1954.

To register a marriage under this act both the parties should be mentaly & physically healthy and not be related in any way which is prohibited by the law. Parties who intend to get married has to give notice to the local marriage officer. If one of the party is residing in a different area than he/she has give a notice to her/his local marriage officer. The marriage is solemnized after completing of 1 month to the date of publication of the notice if there is no objection from anyone. If there are objection to this marriage than the marriage officer is the sole authority to take the decision to solemnized the marriage or refuse it. After solemnization of marriage, the marriage is recorded in the record books.

It is advisable to give a public notice in the local newspapers of both the parties inviting objections if any. Both the parties should be in the legal permissible age group for this marriage.

This marriage certificate is eligible for Portuguese Nationality for Goans.

If you are a catholic the church has a copy of your marriage certificate, you can ask the parish office for the photocopy of the marriage certificate of a marriage certificate to register it once again in the sub – register. They will provide you with the same. This copy than has to be submitted to the sub – register to re – register the marriage once again.

Due to the tardiness of the government staff at the sub – registers many of our old records are destroyed or damaged. These Old records are very important to us in our basic life and many wise people from the Portuguese era have kept copies of these records.

If your documents are missing or lost, there is nothing to worry. Detailed below are the various other options available for recreation of the lost Document.

Birth Certficate:
If your birth certificate is lost/destroyed at the Sub – Register try to remember the place where your birth certificate was a requirement. Once remembered you can approach them and ask for a copy of your Birth Certificate. Usually Birth Certificate is submitted at the time of educational admission, Obtaining a LIC, Marriage or Job. If this department does not have, your files ask the peons to search for it in exchange of rewards. The department should have your file somewhere.

For Catholic you can obtain your baptism certificate from the church and submit it to the sub – register he will attest the same and give you an extract of your birth certificate that is eligible for your Portuguese Passport Documents. Simultaneously ask for a letter with the sub – register explaining the loss/damage of your original certificate.

For other religions and people who do not have copies can submit school certificates, passports, driving licenses any documents issued by the government administration as proof of age. The Sub – Register or any other issuing authority is bound to give you a certificate based on these documents and an affidavit mentioning the loss of your birth record. Further to this if you are unsuccessful to obtain the proof of age you can still re – register your birth for this you will need two of your relative who are older to you to fill out the required from and affidavits swearing of your date of birth and place of birth or any other relevant information. The Sub – Register or the issuing authority will issue a birth certificate based on these documents. This document is eligible for Portuguese Nationality for Goans.

The other legal process to obtain a Birth Certificate if the above process fails is make an application & Affidavits to the Sarpanch of your local Village Panchyat or the Mamladar if you live in the city. The application and the affidavits are to be signed by your parents. The officer will depute an investigator to your place/house of birth, make necessary investigations with your neighbors, and collect their signatures as witnesses. The investigator will certify that your application is correct and send it back to the Sarpanch or Mamladar. The Sarpanch or Mamladar will sign and send the application to the sub – register to record your birth. The sub – register will certify and your birth will be recorded. Once this process is complete the sub – register will send the information to the municipality you belong. Once the municipality receives the order they will enter your details are issue a Birth Certificate. This certificate is eligible for Portuguese Nationality for Goans. This is a lengthy and complex process

The government administration in Goa has made some grave errors which hamper many legal procedures. The Conservatoria dos Registos Centrais does not accepts if you names are not in sync on all the certificated there are required to apply for the birth registration to obtain Portuguese Passport or Portuguese Nationality. I suggest to each and every applicant to obtain the birth "TEOR" first and and than the other documents. Why because the birth "TEOR" cannot be changed or altered but the rest of the required certificates for Portuguese Passport can be changed or altered.

Consider yourself lucky if the names on all the certificates are in sync with each others. If they are not in synch or are in different order than you have to get a divergence certificate. The procedure to procure a divergence certificate is mentioned HERE.

The Complete step by step guide to Obtain Portuguese Nationality and than Portuguese Passport for Goans

STEP 1
The entire process from registration of Birth of the person is born before 19th December 1961 until obtaining of the Portuguese Passport takes approx. 5 - 7 months (Max 9 months).

Documents required for persons born in Antigo Estado Da India or Before 19th December 1961. It is very important that all the data on each of the document are in sync with each other. Eg: The names should be in the same order in all the below mentioned documents. If there is a change please click HERE.

Indian Passport
The indian passport can be obtained from the nearest Indian passport office. All the inforormation to obtain an Indian Passport in Goa is available HERE. The official site of the Passport Office Goa can be found HERE.

Police Clearance Certificate
You have to apply for Police Clearance Certificate to The Supritendent of Police - CID. The application format can be found HERE. I suggest to take the applicant while submitting the application the applicant has to sign another application upon payment of the Fees. (At present Rs. 100/-). The whole process takes roughly 10 working days and if you have the blessings of the concered Police Officer than it can be done in 15mins also.

Birth Certificate of the Applicant
The birth of the applicant has to be in "TEOR" form. "TEOR" refers to photocopy of the original birth certificate record in simple terms its the Xerox (god alone knows who started saying Xerox instead of photocopy) of the page of the book which is stored at the sub - register. Recently many such "TEORS" have gone missing thanks to the laziness of the sub - registers who has no interest to maintain the records from the portuguese era. Residential Certificate
The applicant has to apply for his/her resident certificate either with the local Panchyat or the Mamladar. The residential certificate should have a picture of the applicant and should state the complete residential address together with the confirmation of residence from the period 1.1.1974 - 31.12.1975. Additional Proof Of Residence from 1.1.1974 - 31.12.1975
Consovatoria dos Registos Centrais require an additional proof stating that the applicant was continously residing in Goa from 1.1.1974 to 31.12.1975. A certificate from church,school or employment can be produced for the same. The Consovatoria dos Registos Centrais is requesting any original document which was issued by the Portuguese Government offices. Few years back like in 1993 there was only one know so called agent who used to live in Portugal and when on vacation used to help Goans regain their lost Portuguese Nationality and than the Portuguese Passport. I still remember people coming to visit this gentleman from far away places like Daman & Diu. He used to help these people and many still sing praises for this gentleman. In recent years many establishments have become functional to assist Goans to regain their lost Portuguese Nationality and than the Portuguese Passport. Many of these agents have an advantage over the rest as they can speak,read & write Portuguese, but if you analyse these agents they do the same procedure than is done and told by the Portuguese Consulate in Goa. If you have any difficulty they are unable to help nor willing to help to hide their in capabilities to solve the issue.

I understand many Goan who pursue the Portuguese Nationality are NRI's and have little or no time to understand and deal with the blockage of the process. Many Goans who had submits their parents birth registration are still waiting for an answer from Consevatoria dos Registos Centrais in Lisbon. These agents who had helped these people during the initial stages are helpless too as they themself have no clue where & whom to contact. The next fear they put in the applicants mind is not to harrass the staff of the Consevatoria dos Registos Centrais - Lisbon as they can tear and trash your process anytime they wish. This is totally false the applicant can call the Conservatoria dos Registos Centrais as many times as they wish or write or fax to them. They have to answer to us and if they don't answer then we can approach the higher ups, whatever it may be they have to answer to the applicant. Any process to register birth should not take more than nine months for person who are born before 19th December 1961.

The only roadblock we Goans face is the language barrier. For the last few days I have been in constant contact with different lawyers in Portugal and there are many new things I have learnt from the correspondence. One important I have discovered is that you can register the birth without any OLD ORIGINAL DOCUMENT, this is a big relief to many Goans who have either discarded or destroyed their Original Document. The process is slightly lenghty but yes one can register the birth in Portugal.

Chico Monteiro of Candolim will explain to you why the Goans who were born before 20th December 1961 were forced to take India citizenship. All the residents of Goa, Daman & Diu before 20th December 1961 were Portuguese Nationals, on or after 20th December 1961 the resident of Goa were given an option to leave Goa and return to Portugal or remain in Goa as Indian Citizen. Portuguese Passport - The Old Document Hunt

This morning I was in Panjim at the office of the Archives situated in Althino..... not the head office but a separate office of the Department of Archives. I was to collect the so called Old Portuguese Document (original document) for a friend of mine. To my surprise the department still has the register of the Documentos Para Viagem and not the original Documents. If you are lucky to trace your name than you can get a copy of the register book. I quickly asked the office clerk if the Portuguese Consulate in Goa accepts these copies as an original document and YES was the quick reply " yea certified copies mure sarke originalacho copies". BTW don't get excited these copies are not the old documents which is one of the requirement to apply for Portuguese Passport ( the correct term is Portuguese Nationality but the passport works in Goa)

The said office is located in Althino take the road towards the Chief Ministers official residence, make a left turn, than a right turn besides the Bishops Palace and proceed till you come to an intersection of 3 road. The office is on the left side, prior to this it housed the mental hospital.

Artigo 1º. 1. Conservam a Nacionalidade os seguintes portugueses domiciliados em território ultramarino tornado independente:

Os nascidos em Portugal continental e nas ilhas adjacentes.
Até à independencia do respectivo território, os nascidos em território ultramarino ainda sob administração portuguesa.
Os nacionalizados.
Os nascidos no estrangeiro de pai ou mãe nascidos em Portugal ou nas ilhas adjacentes ou de naturalizados, assim como, até à independência do respectivo território, aqueles cujo pai ou mãe tenham nascido em território ultramarino ainda sob administração portuguesa.
Os nascidos no Antigo Estado da India que declarem querer conservar a Nacionalidade Portuguesa.
A mulher casada com, ou viúva ou divorciada de, português dos referidos nas alíneas anteriores e os filhos menores deste.

2. Os restantes descendentes até ao terceiro grau dos portugueses referidos nas alineas a), c), d), primeira parte, e e) do número anterior conservam também a nacionalidade portuguesa, salvo se, no prazo de dois anos, a contar da data de independência, declararem por si, sendo maiores ou emanecipados, ou pelos seus legais representantes, sendo incapazes, que não querem ser portugueses.

Artigo 2º.
1. Conservam igualmente a nacionalidade portuguesa os seguintes individuos:

Os nascidos em território ultramarino tornado independente que estivessem domiciliados em Portugal continental ou nas ilhas adjacentes há mais de cinco anos em 25 de Abril de 1974.
A mulher e os filhos menores dos individuos referidos na alínea anterior.

2. Os individuos referidos no número anterior poderão optar, no prazo de dois anos a contar da data de independência, pela nova nacionalidade que lhes venha a ser atribuida.

Artigo 3º.
Para os fins do presente diploma, e salvo prova em contrário, presumem-se nascidos em Portugal continental, nas ilhas adjacentes e nos territórios ultramarinos os individuos ali expostos.

Artigo 4º.
Perdem a nacionalidade portuguesa os individuos nascidos ou domiciliados em território ultramarino tornado independente que não sejam abrangidos pelas disposições anteriores.

Artigo 5º.
Em casos especiais, devidamente justificados, não abranjidos por este diploma, o Conselho de Ministros, directamente ou por delegação sua, poderá determinar a conservação da nacionalidade portuguesa, ou conceder esta, com dispensa, neste caso, de todos ou alguns dos requisitos exigidos pela base XII da lei nº. 2098, de 29 de Julho de 1959, a individuo ou individuos nascidos em território ultramarino que tenha estado sob administração portuguesa e respectivos cônjuges e descendentes.

Artigo 6º.
1. É obrigatório o registo, na Conservatória dos Registos Centrais de Lisboa, das declarações previstas nos artigos 1º., numero 2, e 2º. Numero 2.

2. A declaração de opção prevista no artigo 2º., numero 2, será instruida com documento que prove ser o declarante nacional do novo Estado Independente.

Artigo 7º.
O pedido de registo de nascimentos dos individuos que conservam a nacionalidade, nos termos deste diploma, quando necessário, será instruido com prova dos factos de que depende a conservação da nacionalidade.

Bad news folks the record room at the Margao Sub - Register is indeed messy, unorganized and full of dust. Almost half the record books are missing completely and some of them are half empty. Upon inquiring the staff at the record room says they lack the manpower for an organized and a smoother functioning. I put the same question to the sub - register himself who replied with the same answer. Is the sub - register unfit to do his job? If he is understaffed he should approach the proper authorities to get the required funding to organizeorganized the messy record room or resign for a more able person.

If the sub - register cannot locate your certificate or record than they ask you to re-register once again. For the people who have used the church for recording the birth,death or marriage they can get a copy from the church and once again re - register but what happens to the people who cannot produce one or the people who have not made any copies of the certificates issued to them. I think this whole setup of registering once again is the formation of a bubble which will burst shortly. If you have any legal claims than they will be delayed until the concerned authorities prove why you have been registered.

The Interim budget 2009 presented by the Interim Finance Minister Mr. Pranab Mukherjee was a damp squib and was an entertainment to the TV channels only. No sops for reality nor tax sops. The only good this about the budget was the extension the interest subsides to the debt ridden farmers. The fiscal deficit was going to be 5.5% and the projected shortfall will not be financed from markets. Will Goa maintain its projected growth?

BSNL broadband Internet customers which were connected in October 2008 avail a special 20% discount on their bill for the first six months. BSNL billing system has not been updated with this offer " BSNL Festive Offer" and customers are receiving the normal bills without the discount. The employees are unaware of the same. The said file has to be submitted to the electricity department. Make sure your bill is current and fully paid up if not please carry a check with you to make the payments. You will also need to made a demand draft, the amount will be informed to you by the clerk after calculating your existing load. Or else you can call the electricity department as ask the telephone operator to connect you to the sub - office of your village, once connected you can mention the total load on your existing bill and ask them for the amount to make the demand draft. When I called the person who answered the call was total uneducated about the procedure and how to read the bill so good luck to you. If the person who answers cannot solve your query please ask for the chief engineers number and call him. In my case the chief engineer in Margao was very helpful. Please note PINK color bills will require to to redo the test report from a licensed electrician.

This morning while preparing tea i realized that the milk was over. I went to our neighborhood shop and purchased my regular Amul Milk for Rs.32/- per liter. Out of curiosity when I browsed their web site I was surprised to see the the milk pack was advertised for Rs.19/- ltr (for Goa it is Rs.20/- per ltr).

Goa Investors - LIC's Jeevan Aastha

LIC's newest policy was able to collect over Rs. 8000cr inspite of LIC promising the real returns to be 4% - 7.32%. The 10% guaranteed returns promised by your friendly agent was just a marketing gimmick to make it look like a worthy investment. PPF gives you an interest of 8% compounded which is still better than Jeevan Aastha, the 0.068% calculated for 10yrs will work to be Rs.3000.00 for Rs.25000.00 of investment.

Jeevan Aastha looks good only if you plan to lock your money for the next 10yrs, this means you will not have liquidity for the next 10yrs and if interests rates go up than you will miss the bus, unless you choose to pay the 10% exit load to break your Jeevan Aastha policy before the term period.

If you ask me I would never lock my money for next 10yrs as a lot can happen in the next 10yrs. Maybe LIC can go bust just like UTI - 64. UTI was also guaranteed by the government. The tax laws can change.

The other option to this would be to invest in Bhavishya Nirman bonds (NABARD) which provide a 8.5% returns post taxes or 8.29% after taxes which are also guaranteed by the government. The funny part is LIC can invest your money in these bonds and make profits at your cost.

If you take a closer look at the allocation charges only 40% (for premium less than two lac) of your premium is allocated towards the buying of the units and the remaining 60% of your premium is paid as commission. Furthermore any lay man who deposits (FD) his money in any nationalized bank is looking forwards to withdraw the principle + interest. But with ULIP the investor will not even assured to get his principle invested back in the first year or the following years.

For the first year 40% of your premium is allocated towards purchase of the units and 60%of your premium is used to pay commission to your friendly agent and all who are involved in this process. Fund Management Charge:
In the above mentioned offer document the charges are 0.8% per annum of the fund value(sum assured). This looks less but try to add this in the final results.

(B). Mortality & Other charges: Which are between 1 -2 % which keep on increasing with your age. (1.5% for 30yr of age approx. value)
A low risk ULIP gives an annual return of 8-10%. Let's do some simple calculations
Commission paid:
60% / 20 years = 3% per year we pay commission upfront plus 1% more from the second year forward
0.80% as Fund Management Charges
.024% as Fund Administration charges
1.5% as Mortality Charges & Other charges
If you calculate all this its works to 4%(3% + 1%) + .80% + .024% + 1.5% = 6.32%
The fund company takes more than what is paid to you.

Suppose the fund gives an annual return of 10% the best return a liquid fund gives you will only get 4.68% return on your fund value.
The above calculation is for HDFC ULIP Plans almost all the ULIP plans come up with the same results.
